Not everyone wants to bare their innermost thoughts to anyone capable of scanning them with telepathy. To avoid that, most telepaths are capable of establishing firewalls or shields to protect their mind from intrusion.
This continues the idea that telepathy is basically network programming. Communication is REST, GraphQL, or even RPC calls. Firewalls are the suite of authorizations, protections, and permissions that prevent someone from having wide-open access to a mind.
